i think this is one of the goals of XenFS.  (how's that going? any rough date 
estimates?)

that "eat all available ram" policy is done in part (a big part, i think) by 
the filesystem code.  if it has a tight communication with the hypervisor, it 
might store the file cache in hypervisor (or dom0? i'm not sure) memory, 
keeping the memory requirements for domU as low as possible.

in the meantime, yes, the balloon driver should be the best bet to reallocate 
memory from one domU to another.
