I didn't know about that option, but you are right!

I found out that the config option CONFIG_IP_PNP has to be set in the kernel
for the kernel IP autoconfiguration to work.
I then checked the configuration of he kernels not working (i.e. ignoring the
ip=... kernel command line) and CONFIG_IP_PNP wasn't set, as you suspected.
