This machine can be configured as a 4-8-16-32 way system.
When I disable 16 CPUs, it freezes while loading xen, before
it starts showing the boot output for the Domain0 linux.

command line or did you disable the CPUs somehow?

And when you say the box hangs... Can you eventually ping
it?
