Didn't work for me either...I had to use

ARCH=x86_64 (of course, this is for a 64-bit OS, yours might be
different...look in the arch/ subdir for possibilities).

I've come across a couple of disconnects between the documentation and
reality...good luck.  I'm still trying to get my installation
running...
