Where should I provide this?

The syntax in the DomU description file does not allow to set netdev

    vif = [ 'mac=00:0b:cd:68:1c:6a, bridge=xenbr0',
            'mac=00:0b:cd:68:1d:6a, bridge=xenbr1, netdev=eth1' ]

gives me a

    Error: Invalid vif specifier: mac=00:0b:cd:68:1d:6a, bridge=xenbr1, 
netdev=eth1

Running

     # /etc/xen/scripts/network-bridge start vifnum=1 netdev=eth1

sets up the bridge in the same way:

    # brctl show
    bridge name     bridge id               STP enabled     interfaces
    xenbr0          8000.feffffffffff       no              vif0.0
                                                            peth0
                                                            vif3.0
                                                            vif4.0
    xenbr1          8000.feffffffffff       no              vif4.1

But the second interface does not work as before.
