You can try playing with the Xen scheduler (boot time options): http://www.cl.cam.ac.uk/Research/SRG/netos/xen/readmes/user/user.html#SECTION03240000000000000000 Xen uses borrowed virtual time (BVT) by default. You could try the others (atropos, round-robin) to see which one suits you. I'm still experimenting with this a bit since I need some way to "hard-partition" certain domains.
