Do you mean some way of dynamically giving extra memory to highly-active 
domains when the load changes?

You can't do this automatically at the moment - you have to manually shuffle 
allocations around using the balloon driver.  We'd like to get a memory 
balancing daemon but this hasn't been attempted yet.
