Oh, did I mention we're looking to use a flattened device tree? That way we can omit the OF client interface firmware code we currently load into
domUs. (We could still supply a client interface for other OSs in the
future, if needed, and that code would interpret the flattened tree
itself.)

Using a flat dev tree sure sounds like the easiest approach right now.
But please structure the code (on the Linux side) in such a way that
you could use "real OF" as well, esp. since most of the code to do so
already exists.
