Just to make sure, ia64 means Itanium, not x86_64(amd64).
If you mean x86/x86_64, xen-devel is better to ask instead of xen-ia64-devel.

Assuming you want to work on ia64 port.
Now the ia64 repo is mostly same as the main repo., except it's just
behind somewhat. So the best tree to work on is the main repo. i.e.
http://xenbits.xensource.com/xen-unstable.hghttp://xenbits.xensource.com/linux-2.6.18-xen.hg
or you may prefer staging tree
http://xenbits.xensource.com/staging/xen-unstable.hghttp://xenbits.xensource.com/staging/linux-2.6.18-xen.hg
