VTI_Windows case failed in this Cset. It can pass when I retested it
manually.

    BTW, when I create 2 XenU domains at the same time, it may become
two zombie XenU domains sometimes although it passed during this nightly
test. So the issue was not solved thoroughly in this Cset.
