I discovered why I am still having problems with RHEL4.2:

I have not applied the patch!
(xen/arch/tools/xelilo/xen4elilo.patch)

After applying it, I get much further, though still a problem
(see next reply in thread).

Fred, Anthony -- It appears that this patch is not backwards
compatible, that is, once I commit it to xen-ia64-unstable.hg,
everyone's elilo.conf file will break (and perhaps everyone
will have to switch to xlilo.efi).  Should we have a "flag
day" where we commit it and notify everyone to change elilo.conf?

With your patch, is it possible to run elilo.efi and still
be able to boot Xen/xenlinux?  Or is it necessary for
everyone to switch to xlilo at the same time also?
