In addition libxenstore supports for being used statically for cases
where you are deploying into generic/unknown environments (such as for
use in a guest agent). As do the xenstore-* tools

This cool if program written in C, if the program in Lua or something else - for that you not need to use C functions, all operations may be done on native language Lua/Go.
P.S. I'm partialy write Golang xenstore bindings, that uses C xenstore libs. Now i'm try to rewrite it to use only /proc/xen/xenbus.
