Yes, it just means that we tried to poke the new CPU via APIC and we failed
to wake it up and start it running, for some reason. This is a tricky one. A
couple of suggestions:
 1. Try x2apic=0 Xen boot parameter. This will turn off use of the new
x2apic feature and is worth a try, since this is undoubtedly apic related.
 2. Send boot output from a successful boot of an older version of Xen (if a
successful older version exists) or boot output from a working version of
native Linux. Maybe we can compare working versus non-working logs.
