I just tested Xen 4.0.0-rc7 on two different systems:

- Intel Core2quad, 64b hypervisor, 64b xen/stable pvops dom0 kernel
- Old Intel P4 HT, 32b PAE hypervisor, 32b PAE xen/stable pvops dom0 

Both worked fine! No problems found in quick testing. 
I was running some guests with virt-manager.

(32bit PAE dom0 kernel boot crash has been fixed in the latest xen/stable tree).
