Libvirt is a tool supposed ( or not supposed depends on implementation) to manage Xen guests via  Xen driver and provide "virsh" command line interface. Say on Ubuntu 9.10 Server,  switching from QEMU as default Hypervisor to Xen requires some manual intervention at the point when port
Xen 3.4.3 Dom0 along with kernel supporting Dom0 is done.
View to get understanding of issue in general :-

Regarding particular implementations for Xen 3.4.X :-
1. RH's  standard set of packages :-
   libvirt,libvirt-python,python-virtinst ( providing virt-install utility)
works fine on F12 (v.0.7.1-15)
2. Partially works on Ubuntu 9.10 Server (v. 0.7.0) supporting virst-install creating PV guests and managing them via virt-manager. HVM guest on Ubuntu 9.10 might be created via virsh XML profile and create corresponding entry manageable via virt-manager.
3. Libvirt 0.7.2 and virsh utility is pretty much alive on openSUSE 11.2, but package vm-install seems to be completely broken.
4. OpenSolaris (129-131) utilizes Libvirt (0.7.0) as a core tool to manage xVM 3.4.2 Dom0 guests..
