Yes, build issue has been resolved perfectly by Changeset 19594. However, NO hotplug logs again.

I've also made same test on F11 preview ( obviously not Debian derivative) with python 2.6 - no problems. Xen Unstable Dom0 with with pvops kernel works fine on F11 installed without libvirt.
I don't know how to troubleshoot on Ubuntu 9.04.

This could be due to any number of things. You really need to look in the hotplug
scripts' logfiles.
I'm glad to see that the python path thing seems solved.
