It might be simple variability in guest boot time. The failing reboot has a
message in xend.log that guest is rebooting about 55s after startup. That's
pretty close to the 60s minimum imposed by the reboot-loop detection.
Configuration changes, different hosts, etc could make the problem
appear/disappear.
