[PATCH] cpuidle: Enable hpet broadcast by default (RE: [Xen-devel] Time goes backwards in dom0 in xen-unstable)

cpuidle: Enable hpet broadcast by default

And stop legacy hpet broadcast and limit max C-state to shallower state if RTC 
interrupts are enabled.
