May be no, I do not think you can use 64bits Xen hypervisor with Kemari.
We have not tested Kemari on 64bits yet, though.

Yes. Since Kemari requires shadow page table, you cannot use it with
domUs. Detailed information why Kemari requires shadow page table can
be got from "Documentations, Slides" in:
http://www.osrg.net/kemari/.
My two identical 32bits dom0 nodes doesn't have support for HVM
domains, only PV.
I am afraid that you might not know recompiling of Xen is required to
use Kemari.
