(http://xenbits.xensource.com/xen-unstable.hg?rev/7592da5118ec) has provided 
userspace utility xenpm to get Px related information. you can try this. 
   BTW, cpufreq scaling is disabled by default, don't forget to enable it by 
adding xen grub option "cpufreq=xen".    Best Regards  Ke

that Xen-3.3.0 supports CPU frequency scaling in the userspace, and hypercall interface is created for such purpose 
(tools/libxc/xc_pm.c).    But how can I use this 
interface in the userspace of D0? Should I have to write some programs or 
scripts? Is there any tools to use this function?    Thank you very
