Noone’s dug into it, but it’s plausible it might pretty much ‘just work’. Xen isn’t really involved after all — Xen is quick to boot, and then dom0 will boot the kernel then find its saved memory image, just as it would if running natively. There’s not really that much to be paravirtualised (perhaps some pagetable re-loading logic is required).
On the other hand, if dom0 is just a small service domain for other guests, it may suffice for most needs just to strip dom0 down to make boot faster, then save/restore all other guests before/after a full power-down/power-up.
