Allow PCI devices to be assigned to IOMMU PV guests from xend

Make assign/deassign domctl calls return different error codes.
Return -ENOSYS if IOMMU is not supported.  Add python bindings for
these calls.  Make python bindings return 0 upon success, -1 if IOMMU
not supported, or >0 if assign/deassign failed.
