The problem exists with
(dom0-cpus 1)
in /etc/xen/xend-config.sxp
I confirm I have the same behaviour using Xen 3.2 in ubunty hardy (amd64) (Dom0 : ubuntu hardy, DomU : ubuntu gutsy) : in order to have functionnal xm save/shutdown commands, "dom0-cpus" must be set to 0.
