According to a pre-longhorn power point document that google turned up:

"
NDIS 5.1 drivers using NDIS_PACKETs are supported in Windows codenamed
"Longhorn"- but not as high a performance as NDIS 6.0 drivers due to
translation overhead
"

So that shouldn't be the problem you are seeing.

Did a previous version of xennet work at all?
