In terms of core functionality, Xen Open Source has generally been ahead (e.g.
support for live migration, and for other new technologies arrive first in
Xen open source before being integrated into a commercial product). However,
there are additional things that XenEnterprise brings to the table that open
source Xen doesn't have: e.g. powerful management GUI, deals with other
companies for advanced storage / backup solutions, paravirtualised drivers
for windows, etc.
Which is "better" really depends on what you want but interesting features in
open source Xen typically do make their way into XenEnterprise eventually.
