you should be able to add ioports="FROM[-TO]" to your xm command line or the
config file in order to grant permissions to a range. You can replicate this
several times on the xm command line to grant multiple ranges. In the config
file, ioports should probably be a python list of ranges.
See tools/python/xen/xm/create.py for where this is parsed.
I've not used this myself but it sounds like it does what you're looking for!
