Hi all,
    On IPF, the latest Cset 12004 and Cset 12007 both have the problem
of "4_VTI_Coexist" failure. The course is:
* Boot up 4 VTI domains together for several times (not more than 3
times);
* One or two guest will be created fail;
* The failed booting guest only has 0.1s cpu time;
* destroy the failing domain and recreate it again, it can be created.

    The qemu_log info is below:
