I have the following setup:

aptitude install linux32

mkdir /dapper32

deboostrap --arch i386 dapper /dapper32

linux32 chroot /dapper32 /bin/bash

source /etc/profile

There you have your 32bit environment on amd64.

See man debootstrap.
