Since my Wacom ET-0405A-U seems to be working perfectly with Linux,

Only the Wacom serial series are documented. It's well supported of
course. I had written a Wacom emulator for QEMU and it worked pretty well.
However, serial tablet emulation is just plain ugly. The USB HID mouse
emulation Just Works pretty much and has the added bonus of giving us
more flexibility long term since we can add any HID related features
that we want.
Tablets are a pain because they can be forced into relative modes.

one has to ask why exactly you selected an esoteric tablet model
to emulate (And not the once, but twice! I have never in my life seen
this Summagraphics thing, and all stores are full of Wacom kit
with a sprinkle of Apitek. And the next step after Summagraphics
is something else entirely?)
