dom0_setup() says in a comment "target == 0 means use all processors" but it 
only deals with the target > 0 case. If the
comment is right, then target == 0 should result in all VCPUs getting brought 
online, rather than not touching the state
at all.

Could someone please clarify whether the comment is imprecise, or whether it is 
intentional that once one or more VCPUs
have been offlined they will remain in that state persistently (due to 
xenstore) across reboots.
