You must see what happens when udev/hotplug start it. Because it
depends on some environment variables and a command, like:

XENBUS_PATH=backend/123/vif/0 /etc/xen/scripts/vif-bridge online

Are you using RHEL4, right? Probably you don't have udev logs because
you are using hotplug, but I'm not sure. Xen can use udev only with
udev version > 059.
