Thread-topic: Time/cpu frequency is wrong on x86_64
I noticed that cpu MHz in /proc/cpuinfo is wrong:

processor : 0
vendor_id : GenuineIntel
cpu family : 15
model : 4
model name : Genuine Intel(R) CPU 3.80GHz
stepping : 6
cpu MHz : 948.218
cache size : 2048 KB
fpu : yes
fpu_exception : yes

Dmesg also says:
PID hash table entries: 2048 (order: 11, 65536 bytes)
 Xen reported: 948.218 MHz processor.
 Console: colour VGA+ 80x25
Dentry cache hash table entries: 65536 (order: 7, 524288 bytes)

Also
$ time sleep 3
real 0m15.042s
user 0m0.000s
sys 0m0.000s

I'm sure it used to be correct, i.e. close to 3.8 GHz.
