David, what version are you running. There's a patch in the tree that is
supposed to fix this:

fix x86_64 domain0 /dev/mem issue
x86_64 miss the define of ARCH_HAS_DEV_MEM, that causes
/drivers/char/mem.c to not show low 1M memory correctly.
