How about /usr/lib/xen/loaders/vmxloader ? In case we end up having a
grub-like 23bit loader too.


Because we're likely to have /usr mounted by the time we try to start a VMX domain that'd work for now. But if someone tries to make dom0 a VMX domain, they might want to move it to /boot.
