You can build your own cross compiling gcc to build from any architecture to just about any architecture. So the answer is yes.

actually pertains to Xen. Can I run a 32 bit domU in a 64 bit dom0, or
do both kernels need to be compiled for 64 bit arch?
I think the goal for the near future is to require 64 bit guests (although those guests will be able to run apps in 32-bit mode).
