Why don't you simply convert an IP address a.b.c.d into
AA:a:00:b:c:d and let Xen do its thing on the 3rd byte?
I even doubt that doing AA:00:a:b:c:d would be a problem
unless you really have IP addresses a.b.c.d and a.(b^1).c.d
on the same switch...
