WIth this change, netstat -i on the xen0 shows 40 to 60 tx drops on the
vif at boot and no further drops during steady state operation.
A few xenU had no drops at all.
I still see the multiple second pauses in maybe 10% of domains I create,
so the problem is not due to the vif packet drops.
Even on the same machine with two xenU domains, one xenU will
suffer from pauses and the other not.
