Definitely possible. I think it'd be quite interesting to see something like
this but there are currently no plans for the core team to work on this. The
Linux ports (and NetBSD) are maintained by members of the core team but other
ports (FreeBSD, Plan 9) rely on the work of outside developers (who can and
do receive support with their work from the mailing list).
It's always great when new OS ports happen and Xen even has some advantages
(excellent driver support, useful debugging capabilities, use your
"mainstream" OS simultaneously) for new OSs in development.
I've tried out ReactOS briefly and am impressed with how it's come along over
the past few years.
