linux/i386: enforce PAE

Now that building non-PAE kernels isn't really possible anymore, force
X86_PAE on when X86_XEN gets selected.

While not in this patch, include/asm-i386/mach-xen/pgtable-2level*.h
could also be removed to reflect that state.
