[IA64] optimize vpsr

vpsr can't keep track flowing bits of guest psr
be,up,ac,mfl,mfh,cpl,ri.
Previously every time xen gets control, xen will sync
vpsr with cr.ipsr, it's not neccessary.
Xen sync with cr.ipsr when needed.
