[IA64] MAX_VIRT_CPUS and NR_CPUS
Increase MAX_VIRT_CPUS and NR_CPUS to 64.
Check maxcpus < MAX_VIRT_CPUS.
Check size of shared_info (<= PAGE_SIZE).
