Can't reproduce on the SLES11 SP1 dom0 kernel with the default SLES11 SP1
kernel.  I can compile the dom0 kernel and use `xenpm get-cpufreq-states` to
see all the available P-states on an AMD system.  The p-states vary with system
load as expected.
