The problem is found on Intel Server Board:
Bios Version: S5500.86B.01.00.0055.112620101923                                 
Platform ID: S5520HC                                                            
8192 MB system memory found                                                     
Current Memory Speed: 1333 MHz                                                  
Intel(R) Xeon(R) CPU           X5650  @ 2.67GHz                                 
Intel(R) Xeon(R) CPU           X5650  @ 2.67GHz                                 

This system has 2 physical CPUs, each has 6 cores with hyper threading.
Total 24 CPUs. 
The problem was found in xen 3.3.1 and reproduced with xen 4.0.1.
The hang happens during SMP initialisation when boot CPU brings up AP CPUs.
the system hangs sometimes for several seconds and sometimes for several hours.
The hang happens shortly after "Asserting INIT" in wakeup_secondary_cpu().

It looks like BIOS bug but regular linux kernel 2.6.18 boots on this system
without any problem.
