Bug detailed description:
--------------------------
For the xen-unstable(c/s22764).we failed to get ip address after  running hot
plug/unplug VF for 300 times of onboard 2-port 82576 NIC against RHEL5 guest.


Reproduce steps:
----------------
1.create a RHEL5 guest and run hot plug/unplug VF for 300 times of onboard
2-port 82576 NIC against RHEL5 guest.
2. we attached  vf NIC to guest, failing to get ip address.And it still didn't
get ip address by using the command "dhclient" .


Current result:
----------------
fail to get ip address

Expected result:
----------------
get ip address successfully and work well
