Bug detailed description:
--------------------------
For the xen-unstable(c/s22764).we created two guests with the same configure
file and image file,it was successfully.Under normal circumstances, we couldn't
create the same guest with duplicated configure file and image file.



Reproduce steps:
----------------
1.create the first guest with the configure file and image file.
2.create the second guest with duplicated configure file and image file.
3.we seen two guest boot up successfully.



Current result:
----------------
two guests boot up successfully


Expected result:
----------------
Failure to create the second guest
