Bug detailed description:

When booting RHEL5u3 guest, guest waits a long time in the "starting udev"
stage. but this issue did not happen on RHEL5u1 and RHEL6. This bug appeared
from  changeset 21768. There also has the patch(cs:21831) to fix the bug. But
it still exist when vcpu more than 3.
