This root cause of this bug is that if domain restart too fast(less than
MINIMUM_RESTART_TIME), it will stop to create guest. 
The variable MINIMUM_RESTART_TIME is introduced to fix that if
a domain exited or crashed immediately and which was configured to restart
would cause a loop. So it add a restart-squelching logic to ensure that runaway
domains do not restart indefinitely . Before c/s 19329 the default value of
MINIMUM_RESTART_TIME is 20, but this patch change it to 60 and this issue
