[Xen-bugs] domU hangs at 's' state

if dom0 vcpus is set to lower than real physical CPUs or not to 0 (means 
all)
domU hangs at 's' -shutdown state (FIXME: Why would you ever see this 
state?) after shutdown or reboot
domU configuration contains
on_poweroff = 'destroy'
on_reboot = 'restart'
