With c/s 19534, assign device to guest OS staticly, you will notice that all
the device has a wrong virtual slot 0x20. 

[root@localhost var]# xm pci-list 8
VSlt domain   bus   slot   func
0x20    0x0  0x04   0x00    0x0
0x20    0x0  0x00   0x1d    0x0
0x20    0x0  0x00   0x1d    0x7

it works in guest without problems, but when you try to detach it from guest
OS. it always complains virtual slot 0x20 is not removable.

reproduce steps:
1.static assign 2 device to guest
2.list the assigned device in this guest 
3.detach the device from the guest, you will see the issue.
