This bug is not a regression. Xen-3.2.2 also has same issue. It should be a bug
of timer_mode 0; but it will not always cause SMP HVM booting failure,
sometimes SMP guest can boot up successfully with timer_mode 0; that's also why
we didn't catch this bug out in our 3.2.2 testing.

We double checked timer_mode 1, 2 and 3, all can work fine.
